Born in 1975 in Heze, Shandong Province, Guan received BFA degree from the Oil Painting Department of Tian Jin Academy of Fine Arts in 1998, and MFA degree in 2003. At the present, he teaches at the oil painting department of Tian Jin Academy of Fine Arts.
